21+ Strongest One Piece Characters Ranked
After almost decades of reading One Piece, I have learned one thing which is every time I think I have cracked the ranking of the strongest characters in one piece than a Arc begins and Oda destroys my rankings. Marineford changed everything. Then Wano changed everything again. In Egghead, we finally sees five elders power and now Elbaph and the God Valley Incident have thrown the entire fandom into another endless debate. I still remember the old discussions from years ago. The arguments were simple back then for example, Roger or Whitebeard? Mihawk or Shanks? Admiral or Yonko? Those debates feel almost childish now.
The Five Elders are no longer mysterious old men sitting in a room and Chapter 1163 alone has forced us to rethink power scaling by witnessing Rocks and imu confrontation, and now The Holy Knights are finally entering the story and the great Imu sama has entered the battlefield in Elbaph
So instead of pretending there is one perfect answer, this ranking is based on what Oda has actually shown us, what the story implies, and how these characters are framed within the narrative. And yes, there will be disagreements. That's half the fun of being a One Piece fan.
20 – Marco the Phoenix
Marco is one of those characters I think the fandom forgets about because he rarely fights with the same flashy intensity as the Yonko. But every time I revisit Marineford, one thing stands out: Marco was everywhere. Blocking attacks. Saving allies. Holding off Admirals. Keeping the Whitebeard Pirates alive. Then Wano reminded us again why he's special. He fought King and Queen simultaneously and still managed to remain a major factor throughout the battle.
His Mythical Zoan regeneration is absurd. In long fights, he almost feels impossible to put down. I don't know if Marco will ever receive one final major fight before the series ends, but if Oda gives him one, I wouldn't be shocked if his ranking climbs several spots.
19 – Vinsmoke Sanji (Current)
The Zoro versus Sanji thing is honestly one of my favorite debates in the One Piece community because nobody agrees and I don't think anyone ever will. Honestly, it is kind of fun to see both side troll each other when Oda gives power-ups to them like in Sanji's case the Germa stuff happened.
His enhancements woke up and suddenly he was just... different. Faster. Tougher. Way harder to actually hurt. And then Ifrit Jambe showed up and I remember thinking this isn't just another power-up. This felt like Oda was actually pushing him into the top tier. Like, to rival zoro but I still think Zoro edges him out because the story just keeps framing Zoro as Luffy's main guy and he is also the vice captain But the gap? It's way smaller than people want to admit. Like, people blow it out of proportion online.
18 – Roronoa Zoro (Current)
Every major zoro momnets hype the fandom and later becomes an iconic scene for example the reveal of Zoro possessing advanced Conqueror's Haki and i remember everyone asking the same question on social media, “Is Zoro already a yonko level?
I don't think he is yet, but it's becoming increasingly difficult to imagine anyone outside the absolute monster defeating him. Everything about his journey points toward one inevitable conclusion surpassing Mihawk and that's important because Mihawk isn't just another swordsman. He's the measuring stick of an entire fighting style.
Every new arc makes Zoro look closer to that goal. By the end of One Piece, I honestly expect him to sit comfortably inside the top five strongest characters in history. He's just not there yet. And that's what makes his growth exciting.
The rest of this ranking becomes much harder because the final saga has turned power scaling into complete chaos.
17 – Sabo (Flame Emperor)
Sabo's placement on this list is one of those rankings that probably looks high at first glance. Every time I put him near the top twenty, I can already hear the comments: "He's strong, but top 20?" I think sometimes people forget what Sabo has actually done (aside from forgetting his brothers 🥲 my bad )
Its ranking position is not based on the fact that he has Ace's Devil Fruit, the Mera Mera no Mi. It's the fact that he walked into the most dangerous room in the entire world, literally the entire world. A feat which was done by Rocks we will talk about that later, he saw things that nobody outside the highest levels of the World Government was supposed to witness, encountered Imu and the Five Elders, and somehow lived to tell the story.
That's insane. I remember reading those chapters weekly and thinking there was absolutely no way Sabo was getting out alive and Oda will give another trauma to Luffy and as well as fans but gladly he survies five elders as well as imu. But surviving doesn't automatically make someone stronger than everyone else, of course. But in One Piece, survival against impossible odds often tells us something important.
Add in his role as the Revolutionary Army's Chief of Staff, his mastery of Dragon Claw techniques, and now Ace's Devil Fruit, and Sabo starts looking less like "Ace's replacement" and more like one of the final saga's genuine heavy hitters. I also think Oda has intentionally held back his potential. We've seen flashes of his abilities, but never the kind of all-out, life-or-death battle that completely reveals what he can do. Characters that Oda protects this late into the story usually end up having one huge moment left. I wouldn't be shocked if I look back at this ranking in a year and realize I had Sabo too low.
16 – Big Mom - Charlotte Linlin (Prime)
I have changed my opinion on Big Mom because when wano was ended i thought she'd been handled poorly. Like a lot of readers including me felt Oda had turned one of the most terrifying yonko into comic relief. Then I went back and reread Whole Cake Island arc
And honestly?
Prime Big Mom is terrifying. Even in his childhood big mom considered a monster because she could accidentally destroy villages before she even as devil fruit power and the Soul-Soul Fruit is one of the most broken abilities in One Piece. Stealing lifespan. Creating sentient weapons. Giving life to entire environments. Big Mom built one of the most powerful pirate empires in history through fear, influence, and raw power
I think the reason Big Mom gets underrated is that people remember her screaming about wedding cake or falling into magma. But that's recency bias. For decades, the entire pirate world treated Charlotte Linlin as one of the four untouchable emperors of the sea.
There's a reason for that which I still remember the first time she was properly introduced during Whole Cake Island. Her presence felt different. Every Yonko had intimidating moments, but Big Mom felt unpredictable because you never knew whether the next page would show her laughing, crying, singing, or killing someone. That unpredictability made her frightening. At her peak, I think she belongs comfortably among the strongest pirates who ever lived. Maybe not even top ten. But absolutely worthy of a place this high.
15 – Kaido (Prime)
What should i say about Kaido? Many of you guys will think this ranking is low maybe you are right because when I revisited the wano arc from beginning to end, it hit me. Kaido fought everybody. The Scabbards. The Supernovas. Yamato and Multiple rounds against Luffy. All while carrying an entire island in the sky.
I know "lifting Onigashima" isn't a perfect measurement of combat ability, but it contributes to the image Oda wanted us to have. Kaido wasn't supposed to feel like a powerful creature either He was supposed to feel like the World's Strongest Creature
kaido title wasn't just for decoration. beacuse I don't think we've seen anyone match his combination of physical strength, endurance, durability, and offensive power, except one character you will know who is it if you read further more
what fascinates me most about Kaido isn't his strength. It's his sadness. Every reread makes him feel more complicated, A man obsessed with Joy Boy because he believes his own story ended long ago. I think people underestimate how much his mental state affected him. The strongest creature in the world desperately searching for someone who can finally defeat him.
This wasn't a man fighting to survive. This was a man looking for meaning. Would a fully motivated Kaido be even stronger than luffy? (Btw, scary question )Maybe or maybe not but he will surely increase his rank in this list if we see him in the future
14 – Silvers Rayleigh (Prime)
The right hand of the king of the pirates this title alone adds more points to Silvers Rayleigh in this ranking
Silver Rayleigh, a.k.a dark king and he is also the mentor of Luffy and his first appearance remained my favourite introduction in the series. The moment he removed the explosive collar in Sabaody and casually knocked out people with Conqueror's Haki finally ended the tease of the Haki power system, which Luffy does unconsciously
Back then, Haki wasn't even fully explained. We just knew this old man was different. And years later, that feeling still hasn't changed.
Roger's crew reached Laugh Tale And They conquered the Grand Line which means They saw the truth of the world and through all of it, Rayleigh stood beside Roger and now trained the next pirate king.
I also think people forget how impressive old Rayleigh still is. He intimidated Blackbeard. Held off an Admiral and offcourse Trained Luffy. Even decades past his prime, he remains someone that top tiers treat with caution. That's not fear,That's respect for me
Whenever I think about Prime Rayleigh, I imagine someone operating in the current era silently by coating ship and strong enough that nobody would willingly pick a fight with him. And honestly, that's probably the highest compliment you can give any character in One Piece.
13 – Kuzan (Aokiji)
I used to underestimate Aokiji. A lot. I think a huge portion of the fandom did. Maybe it's because his personality is so laid back or maybe it's because he spends half his screen time looking sleepy or riding a bicycle across the ocean. He doesn't carry himself like someone who could be among the strongest people alive until the Punk Hazard incident happened. Then I reread Marineford, and Then Hachinosu happened And suddenly the picture changes completely.
This man fought Akainu for ten days. NOTE its Ten days. Not ten hours. Not an evening. Ten straight days of battle so intense that an entire island's climate permanently changed and I don't think we talk enough about how absurd that is.
Aokiji's Devil Fruit is also much scarier if you analysis little bit , The Ice-Ice Fruit isn't just about freezing opponents. It's battlefield control on a ridiculous scale. He can freeze oceans, immobilize armies, and reshape the battlefield itself But the moment that really changed my view of him was Garp's defeat.
I remember reading those chapters weekly and feeling genuinely uncomfortable. Garp has always felt invincible in the same way Whitebeard did. Even in old age, he still carried this aura of being able to punch through anything and yet Aokiji beat him.
There were circumstances, of course. Garp was protecting Koby. He was older. The situation was chaotic. But the result still happened. Aokiji won. Whether readers like it or not, that victory has to matter when discussing power scaling. I still don't think we've seen his full capabilities. Oda has kept him strangely mysterious since the time skip. His allegiance remains questionable, his motivations remain unclear, and characters who exist in that kind of narrative fog usually have another major role to play.
Every time I revisit his scenes, I end up moving him slightly higher in my rankings. And honestly? I wouldn't be surprised if we're still underrating him.
12 – Saint Figarland Garling
Garling might be the hardest character on this entire list to rank because he is powerful as it portrays and the fandom knows it but his feats don't
The first time he appeared, he executed the celestial dragon and I remember people immediately focusing on his status and design, and sure, he looked important. Oda has a way of introducing certain characters where you can almost feel the fandom collectively saying, "Yeah… this guy is going to be a problem." Then we see the infamous God Valley incident but that aside for a while
he was the Leader of the Holy Knights. Connected to God Valley. Someone who carries himself with absolute authority despite existing above Celestial Dragon and later promoted to elder but None of this proves strength on its own.
But in One Piece, narrative and authority matter a lot I've learned over the years that when Oda keeps a character's abilities hidden this late into the story, it's usually intentional. He did it with Kaido and Now he's doing it with Shanks, Dragon, and even Garling
so now the God Valley connection is especially interesting. Every piece of information about that incident somehow raises the stakes. The more we learn, the more it feels like the single most important historical event in modern One Piece history. Because it starts the arc of many chracters And Garling was there and because of this I've seen some fans rank him absurdly high already, putting him above Yonko and even Roger
Personally, I think that's too early because we have seen he lost to rocks easily and Feats still matter, and at the same time, I also understand why people are excited. Because Oda has spent years teaching us a lesson: The old men in One Piece are never weak.
Whitebeard, Garp, Rayleigh, The Five Elders. Every time we underestimate an older character, Oda eventually reminds us why that was a mistake.
I have a feeling Garling will continue that tradition. Maybe this ranking ends up being too low. Maybe it ends up being too high. But I'd rather place him here and adjust later than ignore all the evidence screaming that he's important and strong
11 – The Five Elders (Gorosei)
I changed my mind about the Five Elders more than any group in the series. For years, I thought they were politicians.
Powerful politically and Powerless physically, Just old men sitting in a room discussing world events. Then Egghead happened and boy i was wrong and I remember finishing those chapters and immediately realizing that almost every old theory about the Gorosei had aged badly overnight.
These people are monsters in terms of their transformations as well as the nature they literally sell their souls to imu, and the Five Elders' yokai form was one of the most unsettling and cold things Oda has ever drawn. Saturn, in particular, felt less like a person and more like an ancient nightmare monster. And then came the immortal part. That completely changed the battle because now we weren't just talking about strong powers they possessed; we are talking about characters who are immortal (technically they are not if you have Conqueror's Haki). I spent days reading fan discussions after those chapters because nobody knew where to place them. Admiral level? Yonko level?
Above Yonko? Below Yonko? Every answer had problems. And honestly, I still think we're guessing. Because what makes the Five Elders fascinating is that they're incredibly powerful and still largely unknown.
Saturn didn't lose in a straightforward one-on-one battle. Egghead was complete chaos. Luffy, Bonney, the Giants, and multiple factions all collided at once. It's hard to isolate individual performance. But one thing became clear: The Gorosei belong in conversations that were previously reserved only for the strongest people in the world.
They're in this strange middle ground where every new chapter seems to raise their ranking yet i still don't put them above Shanks and Prime Whitebeard but placing them below admirals feels wrong now too
Five Elders are terrifying because imagine fighting one almost immortal monster is difficult, right? but Now imagine fighting five. No wonder the World Government ruled for centuries.
11.2 – The Holy Knights (God’s Knights)
A few years ago, if you had told me that Oda was still hiding another elite force above the Marines and Cipher Pol, I probably wouldn't have believed you Then the Holy Knights appeared and suddenly the power structure of One Piece became even crazier. What makes the Holy Knights so interesting isn't just their existence. It's who they serve.
Figarland Shamrock is , a man carrying one of the most important names and face in the series and then there are other members like Gunko, Sommers, and Killagham, all of whom remain huge mysteries but clearly aren't ordinary Celestial Dragons with fancy titles.
The World Government already had Admirals, Cipher Pol even Five Elders Yet they still needed the Holy Knights as their personal enforcement arm and Monkey D. Dragon also said he is waiting until the Holy Knights make some move this should tell us everything but now feats are important
I think the strongest among them was King Harald of Elbaph the more we learn about Harald, the more he feels like a legend from a lost era. He wasn't merely the ruler of the Giants he was a warrior so powerful that Rocks D. Xebec himself wanted to recruit him. That's an insane piece of information when you remember who served under Rocks.
His story is also one of the great tragedies of Elbaph we discussed this in our loki article you can read later but for now I honestly think Harald had been the strongest Holy Knight in history and one of the greatest warriors the Giants ever produced.
As for the current Holy Knights, they're still the ultimate wildcard. Oda has deliberately kept most of their abilities hidden, which usually means something huge is coming. After watching One Piece, I've learned never to underestimate the people Oda keeps in the shadows That's usually where the real monsters are hiding.
10 – Edward Newgate (Prime Whitebeard)
After rewatching the Marineford War, Whitebeard was really terrifying. When I first saw the arc, I understood why everyone was terrified and why he is the Yonko, but now i realized something else
Marineford's Whitebeard wasn't even Prime Whitebeard. This was an old man surviving with help of medical equipment, A father suffering from illness and betrayed by one of his own sons before the battle even truly began and despite all of that, he still felt like the most dangerous person on the battlefield
For years, anime and manga had trained me to expect big attacks, but Whitebeard's powers felt different and visually terrifying. I still remember the panel /scene where he tilted the sea itself.
The Tremor-Tremor Fruit remains one of the most destructive abilities Oda has ever created. Tsunamis. Earthquakes. Shockwaves powerful enough to split islands. If the World Government feared anyone's ability to destroy civilization itself, it was probably Whitebeard.
we all know he was powerful, yet it's brave how his endurance feats look in his last battle. Stab wounds. Cannon fire. Hundreds of injuries. Half his face gone. And he still kept moving, and there was no scar on his BACK. I think that's why Marineford hit so hard emotionally. Whitebeard wasn't just losing a battle. He was showing us what a legend looked like in decline, and even in his final breath, nobody wanted to fight him 1on1
I honestly believe Prime Whitebeard belongs in any "strongest pirate ever" conversation. The title of World's Strongest Man didn't feel like hype. It felt like a warning. Whenever I rank Whitebeard, I imagine the version that Roger fought repeatedly. The version who left the title king of the pirates just for having a crew that sails in the sea freely and calling them sons
This legend gave another push in the pirate era by saying ONE PIECE IS REAL (one piece wa jituzai suru ) and at Marineford he died, but his last words made the sun to shine again so dawn can come
9 – Gol D. Roger
There's something funny about Roger. He's the most important character in One Piece and yet we have seen him very little and We've barely seen him fight and yet almost everyone instinctively puts him near the very top . But not in this list. Why? Because the Pirate King isn't just a title. Given to the strongest, its about freedom
In the Wano arc, we finally saw the flashback of Roger clash with Whitebeard, no giant buildup. Just one swing. The sky split.
Roger Led perhaps the greatest pirate crew of that time besides Rocks and conquered the Grand Line then reached Laugh Tale and learned the truth of the world and somehow did all of that despite suffering from a terminal illness. Think about that for a second. The final journey that changed the entire world happened while Roger was dying. That's absurd.
What I also liked about Roger is that Oda never portrays him as untouchable. He wasn't some invincible Devil Fruit user just a haki man and also Garp cornered him multiple times, Whitebeard fought him as an equal. Rocks threatened his era.
Roger's greatness doesn't come from being undefeatable, it comes from surviving among monsters and still making out as the man who changed history.
Once again, being Pirate King was never purely about strength. It was about freedom, Adventure, Willpower to achieve your dream. A man who wants to reach the end of the sea and he did it and died by knowing the truth of the world and starting the pirate era to change the odds of world destruction.
Roger was undoubtedly one of the strongest people who ever lived. But what made him legendary wasn't just his power. It was the life he lived. That's why even after twenty-eight years, One Piece still remembers him
8 – Monkey D. Garp
"Garp is the Hero of the Marines." "Garp fought Rocks." Those were just rumors about him no feats thats what i and most of the fandom thinks and earlier its revealed roger surrender to the marine due to his terminal illness
so all the evidence conclude that has to be a made up story but than in that chapter Oda finally let him punch something with a named attack and the entire fandom collectively went "dammm… marine soldier’s weren't exaggerating." No Devil Fruit. No special weapon. Just fists and willpower / haki
I have never recovered from the Galaxy Impact chapter. I remember opening social media after reading it and seeing nothing but clips, screenshots, and people screaming in all caps. Because for decades, we had heard stories. "Garp cornered Roger."
There's something incredibly satisfying about that. In a world full of dragons, gods, and reality-bending abilities, one of the strongest men in history became a legend by punching people harder than anyone else.
i love Prime Garp because he's probably the ultimate example of Haki mastery, everything we know about him suggests absurd physical strength, elite Conqueror's Haki, and enough combat ability to stand on equal footing with Roger. Equal footing. Not close. Not almost. Equal. I think that's why his recent loss to Aokiji created so many debates. People didn't want to accept it because Garp has always felt immortal But age matters in One Piece.
Whitebeard aged. Rayleigh aged. Garp aged too. Prime Garp, however, is another story entirely.
This was a man who turned down Admiral promotions because he didn't want to answer to the Celestial Dragons. I remember thinking why the World Government allowed his refusal but now it makes sense they didn't want him to make an enemy
I've gone back and forth between putting Roger and Garp above each other more times than I can count , Some days I rank Roger higher. Other days it's Garp. That's how close I think they are. Today, I give Garp a slight edge because his recent feats finally gave us a visual benchmark for what he could do in his prime
Tomorrow? I might change my mind again. And honestly, I think Oda intended it that way.
7 – Sakazuki (Akainu)
Sakazuki Akainu is one of the characters in One Piece that People either think he's secretly one of the strongest characters in the entire series or they act like every Yonko would fold him in five minutes, which is funny because there is no middle ground. And honestly? I think this happened because Marineford left emotional scars on the fandom. Ace's death changed everything. For an entire generation of readers, Akainu stopped being a character and became the guy who killed Ace. I get it and I was devastated too but when we're talking about strength, emotions have to be separated from feats.
Akainu's feats are ridiculous and His Devil Fruit is terrifying because of how brutally simple it is Magma , No illusions. No reality manipulation, Just raw destructive power that killed ace , destroyed Whitebeard's body and nearly killed Luffy. Oda has repeatedly framed it as one of the most offensively dangerous abilities in the series.
We all know how Akainu moved in Marineford, but Punk Hazard it was underrated, A ten-day duel against Aokiji that permanently transformed an entire island its like two natural disasters had collided but the important part is Akainu won because Aokiji later proved he could stand against monsters like Garp. If Akainu beat Aokiji, than this ranking can go much higher and I still think Oda is saving something for him
akainu is Fleet Admiral now and The Marines are entering the final saga , Luffy still carries his scar and I don't know if Akainu will be one of the final opponents of luffy or sabo will avenge ace death which will be a intresting paralle for me or last dragon vs akainu i am also cash in for this fight ,
to conlucde I don't know if he'll fight Luffy, Dragon, Sabo, or someone else entirely. But lets see how the story goes and after that, we'll know whether this ranking aged well or not.
6 – Davy D. Rocks (Rocks D. Xebec)
I don't think any character in One Piece has gained more aura and respect after new information is revealed about Davy D. Rocks.
Yes, Davy and this little reveal alone changed everything and made an uproar in the fandom but for someone this is a major reveal, but now we are talking about feats and power and this man excels in both
For years, Rocks D. Xebec was already one of the most mysterious figures in the series. We knew he had a crew which consist of monsters like Whitebeard, Kaido, Big Mom, and Shiki and we knew Roger and Garp had to team up to stop him together. what makses him legendary is he was so feared that the World Government erased his name from history
fibally oda tell s the God Valley incident and it was a heck of a flashback starts from loki persfective about his father than shifted to rocks and god valley incident
for years we mistake him as monster or evil but the truth is He went to God Valley not to conquer it, but to rescue his wife, Eris, and his infant son, Teach, whom he had hidden there. I remember reading that revelation and genuinely pausing for a minute because it completely changed my image of him and Marshall D. Teach was the son of Rocks D. Xebec
The God Valley Incident sets pieces in motion most of the major events and characters are related or present in this island . It began as a horrific Native Hunting Competition where Celestial Dragons hunted civilians and members of the Davy Family for sport. Then everything descended into complete chaos. The Rocks Pirates arrived and the Roger Pirates arrived to save Iris and Shakuyaku, respectively and Garp also entered the battlefield. The Holy Knights were involved from the start, and Future legends, future Yonko, and even the core members of revolutionaries all had ties to this single event and somehow, Davy D. Rocks stood at the center of it all.
before this incident, Rocks infiltrated the Holy Land and confronted Imu in his own throne room learned forbidden truths and threaten him and walked away alive a major feat for this ranking and after that on god valley all hell break loose for him because the story which was run down from decades about Roger and Garp defeated Rocks was a only a first sentence of the entire paragraagh now we know it its was far more complicated
Imu personally involved himself in the battle by possessing Saturn and even fought against Roger, Garp, Whitebeard, Kaido, Big Mom, and Rocks at the same time. Their combined Conqueror's Haki-infused attacks failed to stop him. Then, in one of the darkest moments in the series, Imu transformed Rocks into a demon and ordered him to kill his own wife and son to end the Davy bloodline forever.
That's horrifying and yet even then, Rocks resisted Using the last of his consciousness, he mocked Imu with his knowledge of Davy Jones and Joy Boy before losing control completely. The demonized Rocks then became so powerful that he overwhelmed all his crew and had to be stopped by Roger and Garp working together.
After Roger and Garp finally defeated him, Rocks regained his consciousness and freed himself from Imu's control, he silently thanked his two rivals, and then Figarland Garling stepped forward and delivered the killing blow.
This reveal changes how we should view him, rocks wasn't simply a mad conqueror ,He was a father trying to save his family and a man carrying the burden of the Davy bloodline. Someone who knew secrets about Davy Jones and Joy Boy, A person dangerous enough for the World Government to erase from history and for Imu himself to intervene personally. I considered placing him higher I really did and some days I think he belongs in the top three because every new piece of information somehow raises his ranking instead of lowering it
King of the World or the man who just wanted to protect his Davy lineage, whatever you call him, one thing cannot be erased from the fandom that is he walked into the Empty Throne, looked the world's true king in the eye, and walked out alive
5 – Dracule Mihawk
If you've been part of the One Piece community for long enough, at least once you've probably argued about Mihawk versus Shanks or maybe you've argued about it more than once and you have never reached to a proper conclusion. I don't even think Oda also wants to end this debate for now. Mihawk is fascinating because almost everything about him is built on world storgents swords man title
He doesn't have hundreds of chapters of feats and currently, He doesn't have a long backstory and He barely appears yet every time he shows up, the story bends around him to upscale his feats
first timw i saw him during baratie i was young and thought zoro will give a tough fight and the duel will gets a draw but boy i was so wrong Mihawk defeated him with a tiny knife and No named attack. just complete domination and he even mocked him, saying he doesn't have any smaller sharp thing lets go with this tiny knife
It was the first time the series truly said to zoro and us , "You have no idea how big this world is." and this duel shows the weight and power of the World's Strongest Swordsman

I understand why some readers place Shanks above him and Shanks has more recent feats More hype But Oda calls this man the World's Strongest Swordsman andI take this seriously but That doesn't automatically answer every question.
just said in the start this certainly doesn't end the Mihawk versus Shanks debate but I still don't think we've seen him try. That's the scary part. For twenty-eight years, Oda has kept this man in reserve.
4 – Marshall D. Teach (Blackbeard)
If I had to choose one character whose story I genuinely want to see the ending of, it would be Marshall D. Teach. Not because he's the strongest. Not because he has the best feats. But because his story feels like a dark parallel to Luffy's. I want to know one thing more than anything:
What is Teach's dream, and how does he achieve it?
I still remember reading his speech in Jaya for the first time: "People's dreams never end!" Back then, he almost sounded inspiring. Little did I know he'd eventually become one of the biggest antagonists in the series.
Teach became the first known person to wield two Devil Fruits. He stole the Dark-Dark Fruit from Thatch, a member of his own crew, specifically because he had been searching for it. The fruit can nullify other Devil Fruit abilities, while also giving him terrifying darkness and gravitational powers.
Then he stole Whitebeard's Tremor-Tremor Fruit. I still remember reading that Marineford chapter and thinking I'd somehow missed a page. Because that wasn't supposed to be possible.And somehow, Oda still hasn't explained how Teach's body can handle two Devil Fruits.
That's exactly why I love him. Because Blackbeard works best when he feels like a puzzle nobody can completely solve. But his Devil Fruits aren't even what makes him most dangerous. It's his patience.
He spent years hiding his ambitions, joined Whitebeard's crew because it gave him the best chance of finding the Dark-Dark Fruit, waited while everyone else chased glory, and only made his move when the timing was perfect, and now, with everything we've learned about the Davy Family, Rocks, and God Valley, Teach feels even more important to the final story.
I don't know if Teach will surpass Shanks. I don't even know what his true endgame looks like. But I know one thing. When Oda finally reveals why Teach's body is different, why he doesn't sleep, and what the Davy bloodline really means, I think the entire fandom is going to look at Blackbeard differently.
3 – Monkey D. Luffy (Gear 5)
When Gear 5 was first shown in the manga, the internet exploded. Some people loved it, some people hated it, and also some people were confused, but somehow all of those reactions made perfect sense. Because Gear 5 doesn't feel like a typical shonen power-up. What I feel is like Oda finally giving Luffy permission to become the most Luffy version of himself possible.
At first, I wasn't even sure how to rank it. Then I reread Wano and Egghead, and then eventually I came to one conclusion: Gear 5 broke the rules; it's a combination of elite Haki, creativity, and cartoon-like freedom that makes Luffy one of the hardest characters in the series to predict.
Every fight becomes strange and funny, and every battle feels different, and that's exactly why he's so dangerous and addictive to watch.
The major Feats of Gear 5 Luffy include defeating Kaido and of course Kizaru. This shows Luffy has reached Yonko and Admiral level.
I know Kaido had fought many opponents, and Kizaru wasn't in his best condition mentally due to his mission. But the result still happened, and Luffy won.
These victories show how powerful he has become, but he still is not in the top 3 because Luffy still doesn't feel finished. He is not at his peak, unlike Roger and Whitebeard. Till now, he hasn't mastered his Haki and hasn't controlled his new form for much time, but he's still learning. Still growing. Still discovering what his abilities can do. That's terrifying. What happens when he fully masters Gear 5? I honestly don't know, and I think that's the question the final saga will answer.
3 – Loki
When Loki was first mentioned properly, he's described as the legendary prince who killed his own father and the man the giants hated. It shows someone Luffy would probably fight to protect Elbaf
But the more Oda revealed about him, the more complicated that story became. Loki isn't simply a villain but rather his choice to portray himself as a villain. He's a character who has been carrying the consequences of Elbaf's history for years.
And then Oda started showing us what Loki can actually do hes carrys a pure ancient giant blood and possesses monstrous durability. His physical strength is ridiculous even by Giant standards. Loki has Conqueror's Haki powerful enough to defeat immortal King Harald.
Then there's his connection to Ragnir and the power associated elbaf legendary Devil Fruit Nidhogg, which helps him transform into the biggest dragon in the entire One Piece world. Loki's power are special beacuse it is deeply connected to Elbaf's mythology.
But the biggest feat of Loki was seeing him go up against Imu, it wasn't a random clash because Imu is supposed to be the final boss standing above the entire world, and Loki was still willing to fight him confidently
We've spent hundreds of chapters building Imu up as this almost untouchable figure. So seeing Loki directly oppose that character immediately told me that Oda has much bigger plans for him and somehow connect to the Void Century
The recent Elbaf revelations showed that Shanks already knew about the existence of the King of the World and had warned Loki about the coming war. That means Loki's story isn't isolated to Elbaf anymore. He's directly connected to the larger conflict that has been building since the Void Century.
I don't know if he'll become Luffy's ally, a rival, or something completely different But after everything we've seen in Elbaf, I don't think Loki is here just to be another powerful Giant he is deeply connected to history and we have not seen him go all out And that's why I have him at #3.
2 – Figarland Shanks (Red-Haired Shanks)
There has never been another character like Shanks because he has very little screen time yet whenever he appears, he sets a benchmark, a feat to remember. To describe him properly in a sentnce shanks has become one of the most important characters in One Piece without even being on the page that often.
I still remember reading Chapter 1 and thinking Shanks was simply Luffy's cool mentor. Suddenly, he's an Emperor, A rival to Mihawk, the man who ended Marineford simply by arriving. The man who technically gives luffy hito hito no mi model nika yet he mention the fruit name was gum gum fruit
he knows something we dont its clearly shown in his actions and current reveal tells shank is an celsetial dragon and also called child of destiny and his full name his figarland shanks and he also has a twin brother named shamrocks who is the comander of the holy knights
unique power he posses is his Conqueror's Haki which has always felt different from everyone else's. Not necessarily because we can measure it as simply "stronger," but because of the way Oda portrays it. Characters react to Shanks ' Haki; they usually hesitate or feel danger when they face it
I genuinely don't think I've seen the One Piece fandom collectively lose its mind like that in a long time Kid arrived ready to fight one of the strongest pirates in the world and got one shot by him and one thing to remeber people dont complain how shanks one shoted kid with a named attack its a predicted outcome thats how oda build his stauts
what makes shnaks even more interesting now is that we're finally getting pieces of his history how he is connected to holy lands and his connection to elbaf and loki, even king harald and world goverment his understanding of the king of the world
The recent flashback showing Shanks warning Loki about the coming war completely changed how I look at him. He wasn't simply wandering around the New World waiting for Luffy to become strong. He knew something was coming. He understood that the World Government was preparing for a major conflict.
And that makes his patience terrifying. Shanks has spent years moving pieces around without revealing the entire plan. He doesn't have a Devil Fruit. He doesn't have some mythical race protecting him.
If Roger represented the ultimate freedom of the previous generation, Shanks feels like the person carrying that will into the current one. There has to be a moment where Luffy finally stands across from Shanks and proves that the kid who once looked up to him has become the pirate capable of surpassing him.
1 – Saint Nerona Imu. (King of the World)
Imu is #1 on this strongest character list. Just like in the anime, he is at the top of the world. Yes, we have a lot more information about him unlike in the past 20 years. Oda is finally introducing him, and boy, what an introduction it was. What a character design. There’s a lot to talk about, but let’s go with the article flow for now.
Imu is the person who has been sitting above the entire world for 800 years — The Void Century, The Ancient Kingdom, and The Destruction of History.
The World Government is under him, The Five Elders are under him, he sits on the forbidden Empty Throne.
Imu is shown to be so powerful in the series. He grants immortality to the Holy Knights and Five Elders through a deal, just like a devil, and can possess anyone among them.
In Elbaf, we're finally seeing Imu fight. The character has become even more terrifying. We've seen Imu possess Gunko, use supernatural abilities to turn other giants into demons and control them, manipulate the Holy Knights, survive Loki's attacks that should be devastating, and summon weapons connected to the 20 ancient rulers who founded the World Government. (Imu is one of them.)
Currently, Imu personally entered the battlefield to fight Luffy and Loki, but he treated them as child's play. He survived Loki's devastating attacks like nothing happened and also weakened Loki with his counterattacks.
And not to mention, a being who grants immortality also has one and has insane regeneration powers. Also, after arriving at Elbaf, he powered up Sommers by giving him a weapon called the Sword of Wrath to fight Zoro, and Killgham by giving him a weapon called the Spear of Holy Command to fight Sanji.
By Chapter 1189, Luffy was already badly injured and pinned in the Adam Tree with two ancient swords while Imu summoned another ancient axe called Xingtian to execute him. Fortunately, in the nick of time, Scopper Gaban arrived and blocked the attack and freed Luffy.
Wait, take a pause and think. The MC in his peak form, badly stabbed and pinned down in the tree, anytime he can get executed. And one more thing, the final speech of Imu to him is, "You are not on Joy Boy's level." This moment shows the power and terror of the King of the World.
But Chapter 1190 made things even more interesting.
Gaban, a former member of Roger's crew, directly challenged Imu, and Imu revealed another weapon, Honebami, and the fight continued while Gaban questioned why Imu was so obsessed with Luffy and Joy Boy.
This isn't simply Luffy versus the final villain. It's the entire history of One Piece finally colliding. Roger's crew, the current Joy Boy, the D., Elbaf vs. the person who has been sitting on top of the world since the Void Century.
That's Imu. What's terrifying is that we still don't even know the full extent of his abilities.
Usually, when a final villain defeats the MC, we start to gauge the limits of their power and the extent of what they are capable of. But with Imu, however, Oda is doing the complete opposite. Every new reveal only creates more questions and deepens the mystery surrounding the character.
What exactly is Imu? How has Imu managed to survive for more than 800 years? What truly happened between Imu and Joy Boy during the Void Century? Why is Imu so deeply obsessed with Luffy, and what is the true nature of Imu’s power? Most importantly, what exactly happened during the Void Century that allowed Imu to rise above everyone else and become the true King of the World?
I think that's why Imu works so well as the number one character on this list, because Imu represents the final answer.
The answer to the Void Century, the truth behind the Ancient Kingdom, and the reason the World Government has been so desperate to control history all these years may ultimately be connected to Imu. And eventually, those answers could also explain why Luffy had to become Joy Boy in the first place. I don't know how Oda is going to bring this story to an end, and I still don't know what Imu's true power is capable of. Honestly, I don't even know if Luffy will be able to defeat Imu alone. But after everything we've seen so far, I simply can't put anyone else at number one. Imu stands as the final wall between Luffy and the freedom that this entire story has been building toward. And after 800 years of waiting, I think we're finally getting closer to watching that wall come crashing down.

For conclusion, to be honest, I’m not fully satisfied with this list. There are still many characters like Dragon, Gaban, Law, and Kid who could change the rankings. But for now, this is my list based on what we’ve seen so far. As the story moves forward, I’m sure these rankings will change, and honestly, that’s what makes One Piece so exciting. We still have no idea which characters will become so important in the final saga.
And most of the fans will place Usopp and Buggy in the top 1 position, but sorry to disappoint them. But you can also make your own list. I will gladly read that because, as a One Piece fan, I love different and wild opinions as well as theories.
